Illegal rooming houses are flourishing in Boston - dangerously cramming tenants into unlicensed apartments - despite promises of a citywide crackdown after last month's fatal South End blaze.
Like the owner of the unlicensed South End lodging house where a 62-year-old man died, rooming house landlords face few meaningful sanctions from city officials, records show.
A Herald review found several cases of apparent illegal rooming houses known to the Inspectional Services Department and the subject of neighborhood complaints where the owners have dodged enforcement for years.
