A cadre of federal "community builders" appointed by Housing Secretary Andrew M. Cuomo has wasted millions of taxpayer dollars through political interference in defaulted housing sales, a government investigation has concluded.
The investigation also faulted Mr. Cuomo's 800 community builders, sent into large metropolitan areas, for improperly helping federally subsidized property owners avoid Department of Housing and Urban Development regulations and for political lobbying to increase federal spending on HUD programs.
