Montgomery County Executive Douglas M. Duncan will resurrect his bid to repeal the cellular-phone tax and will propose a drop in the county piggyback tax, he announced during his inauguration to a second term yesterday.
Holding his daughter, Conor, 6, in his arms, Mr. Duncan took his oath of office, along with six incumbent County Council members and three council newcomers.
In Prince George's County, more familiar faces were sworn in as County Executive Wayne K. Curry and eight of the nine County Council members returned to office.
