President Clinton, although weakened by scandal and an impeachment inquiry, has been able to block the Republicans' election-year agenda and may still squeeze more spending from Congress before members go home to campaign.
Though Mr. Clinton faces the possibility of being impeached by the House in the Monica Lewinsky scandal, he is demonstrating that he can still wield a lot of clout with his veto pen. And Capitol Hill is littered with the remains of once-promising GOP reform bills that will not become law this year.
