"I think everyone should cast a vote on principle and conscience." So said President Clinton yesterday, referring to the resolution before the House today. Lawmakers will decide whether and what sort of impeachment inquiry will be launched into Mr. Clinton's actions. Perhaps for the first time since the sordid Lewinsky affair began, the president has said something unambiguously true.
