PALO ALTO - George W. Bush is virtually certain to forgo federal matching funds, a senior Bush campaign official told The Washington Times yesterday, allowing the Texas governor unlimited spending in his run for the presidency.

Although the decision would cost his campaign millions in federal dollars, it would free him to raise and spend as much as he wants from individual donors.

The move would also prevent a repeat of the last presidential campaign, which found GOP candidate Bob Dole restrained by federal spending limits and helpless to an onslaught by the Clinton-Gore campaign.
