The AFL-CIO yesterday sought to put a positive face on new government figures that show the labor movement's share of the American work force continues to decline, despite three years of aggressive organizing and political fights on behalf of working families.
While the number of workers in unions increased by more than 100,000 in 1998, the percentage of Americans involved in the labor movement declined to 13.9 percent from 14.1 percent the year before, according to the Bureau of Labor Statistics.
