The Clinton administration's ability to handle a range of foreign policy crises was called into question yesterday by conservative analysts, who said the scandal-riven president is distracted and hobbled internationally.
"Our allies are being circumspect in public, but in private they are really quite concerned," said Kim Holmes, Heritage Foundation vice president and moderator of a six-member panel of Heritage foreign policy experts.
"Our friends and many of our adversaries are drawing the conclusion that America has a leadership vacuum."
