A few weeks back, President Clinton received a rather astonishing accolade from "some presidential aides and friends" on the front page of The Washington Post. In terms that must have made Winston Churchill spin in his grave - and the rest of us swallow hard - the Kosovo campaign was described as Bill Clinton's "finest hour." Mr. Clinton, according to the article, has been nursing a lifelong sense of disappointment - to the point of feeling "almost cheated" - that "when it was his turn he didn't have a chance to be part of a just war."
