The media has reported recently that the elected school board in the District will be getting its powers back. The new chairman of the city's control board, Alice Rivlin, signed a Memorandum on Returning Authority to the Board of Education on Oct. 26. The media reported that the memorandum confers authority to the elected school board in the areas of student discipline and facilities. The memorandum states that it outlines "procedures" for total restoration of the school board's powers.
An examination of the facts, however, reveals that nothing has changed.
First, the control board memorandum does not confer any authority upon the school board in the areas of ...
