The chances of an impeachment inquiry into President Clinton's sex and lies scandal would be zero if the Democrats win control of the House in November, a Democratic National Committee official suggested yesterday.
David Leland, a prominent DNC member and the chairman of the Ohio Democratic Party, said if the Democrats were to recapture a majority in the House, there would probably be no formal impeachment proceedings, with Democrats controlling the committees and their agendas.
