The State Department confirmed yesterday that the Ukrainian partner of the head of an Austrian firm tied to Russian organized crime entered the United States in September 1995, a month after his visa had been revoked, to attend a Miami fund-raiser for President Clinton and Vice President Al Gore.
Vadim Rabinovich, who attended the Sept. 19, 1995, fund-raiser at the Sheraton Bal Harbor Hotel and had his picture taken with Mr. Clinton and Mr. Gore, was able to enter the country because a variation in the spelling of his name did not register on the U.S. Immigration and Naturalization Service's "lookout" system.
