Mayor Barry knew he had been duped. A longtime friend, Johnny Ford, former mayor of Tuskegee, Ala., wanted Mr. Barry to attend the World Conference of Mayors Inc. international confab in Nigeria. A group of "elected" officials from Nigeria visited Mayor Barry at City Hall and encouraged his attendance. The mayor's first inclination was to decline the invitation, but the nudging from several "elected" Nigerian mayors sold him on the idea. Mr. Barry should have followed his first impression.
Not that the mayor of the nation's capital shouldn't ever travel abroad. But couldn't Mayor Barry and the World Conference - in the name of freedom and justice - have ...
