Russia is back in force as a diplomatic player in the Middle East because of the latest U.S. crisis with Iraq and the skills of its veteran foreign minister, Yevgeny Primakov.
Mr. Primakov, Russia's top expert on the Middle East for more than 30 years and the architect of the Soviet Union's close alliances with Iraq and Syria, hosted Iraqi Deputy Prime Minister Tariq Aziz in Moscow yesterday and announced he had produced a new compromise plan to avert another military clash between the United States and Iraq.
