RICHMOND - Republican James S. Gilmore III, shifting to the right on abortion, pledged to religious conservatives he would fight for a law requiring the consent of parents when their underage daughters seek abortions.
Virginia legislators are unlikely to pass a bill that requires an unwed minor to get a parent's permission before she can get an abortion. It took lawmakers 18 years to agree on the state's new parental-notice law that took effect July 1.
But with a month left in a close race, Mr. Gilmore's stance could heighten the abortion issue and polarize the electorate.
