BARILOCHE, Argentina - Developing nations must join the industrialized world in curbing the output of pollutants linked to climate change, President Clinton said yesterday.
Using the stunning panorama of the Andes Mountains and the blue waters of Nahuel Iluapi Lake to tacitly make his case, the president began outlining the U.S. position on a climate-change treaty that is to be negotiated in Kyoto, Japan, in December.
The role of developing countries, such as Brazil, China and Indonesia, who pollute relatively little now but are growing rapidly in population and industry, is among the most sensitive issues the Kyoto conference will address.
