Article: Defense Department fights effort to weaken special operations post.(Nation)

The new chairman of the Joint Chiefs of Staff and Secretary of Defense William S. Cohen are opposing an effort by the Senate Armed Services Committee to diminish the authority of the assistant defense secretary for special operations.

A little-noticed amendment to the fiscal 1998 defense-authorization bill would loosen civilian control over U.S. special operations forces, critics of the measure say.

The amendment would eliminate the power of the assistant defense secretary to exercise authority over special operations and limit his role to budgetary matters and monitoring the performance of the commander of the U.S. Special Operations Command.
