CHELSEA, Mass. - The public schools in this poor, largely immigrant city have a problem that would have been inconceivable a decade ago.
"Carpetbaggers," said School Superintendent Douglas Sears with just a hint of satisfaction. "We nabbed 50 last school year. People from Lynn and Everett are trying to get their kids into Chelsea's schools."
