The Democrats' decisive win on disaster relief is one in a series of victories for Minority Leader Tom Daschle that has left some frustrated Republicans calling him the de facto leader of the Senate. "If you are a Democrat in the Senate, you ought to be pretty happy with your leader," said one GOP Senate aide. "Generally speaking, in a Republican-run Congress, Democrats are getting their way."
