When the Academy Awards nominations for 1996 are announced Tuesday morning in Los Angeles, the five finalists for best foreign-language film are likely to include two imports that opened at Washington art houses this weekend: the official Czech entry, "Kolya," playing exclusively at the Key; and the official Russian entry, "Prisoner of the Mountains," an exclusive attraction at the Cineplex Odeon Janus.
