The Senate lurched toward approval of the balanced-budget agreement yesterday after weathering another bitter battle over adding $11.6 billion in road-building funds that threatened to overturn the deal.
A final vote on the budget is expected today.
Sen. John W. Warner, the chairman of the Senate Environment and Public Works transportation and infrastructure subcommittee, launched a floor fight reminiscent of one waged in the House a day earlier over the highway money, which would come on top of $124 billion given to roads in the agreement.
