Mayor Marion Barry has padded his office staff with twice as many employees from other city departments as earlier believed, according to a new report by the D.C. financial control board.
By diverting employees from other agencies, Mr. Barry has found a way to dodge the streamlining that is affecting other parts of the city government by boosting the size of his staff by 70 percent, according to the report.
Instead of 75 employees, the mayor's office and related agencies have 142 persons working full time on his behalf, the report said.
