One of the most fascinating and little-known chapters of contemporary history concerns the 1987 gangup of the State Department and the National Security Council, then headed by Gen. Colin Powell, against President Reagan because of a 30 minute speech he proposed to deliver and finally did on the 750th anniversary of Berlin.
What happened in the Spring of 1987 has just come to light in a published report by a former Reagan speech-writer, Peter Robinson. I know Mr. Robinson as a Hoover Institution colleague and trust him implicitly, as does the Weekly Standard (June 23), in which his startling report appears.
