D.C. Police Chief Larry Soulsby and Mayor Marion Barry yesterday credited a new zero-tolerance program with reducing crime by 9 percent and murders by 22.8 percent in its first 3 1/2 months.
Chief Soulsby also announced that overall crime has been going down in the city since April 1996.
"We realize full well that people are not going to be satisfied with us showing you charts that crime's going down," Chief Soulsby said while standing before three large charts tracking the latest crime trends.
Some officers in the department are skeptical of the statistics, which covered the period from Nov. 1 to Feb. 13.
