Montgomery County District Judge Henry J. Monahan paid for lunch-hour sex twice in his Rockville chambers two years ago and should be removed from the bench, a Maryland judicial panel ruled yesterday.
"Such conduct patently falls below the high standards expected to uphold the integrity of the judiciary," the Commission on Judicial Disabilities ruled nearly four months after hearings in Annapolis.
The 72-page decision automatically goes to the Court of Appeals, which may discharge the 63-year-old judge as the commission recommended, reverse the commission findings or remand the case to the commission for a new hearing.
