RANCHO PALOS VERDES, Calif. - It's almost as if the 1994 race in the 36th Congressional District never ended.
On Election Day, Republican Susan Brooks and Rep. Jane Harman, a Democrat, finished in a virtual tie. The election, the closest House contest in the nation that year, was awarded to Mrs. Harman after a month of recounts and seven months of hearings by a House committee in Washington and Los Angeles.
