Departing Secretary of State Warren Christopher warned in a farewell address yesterday that America's continued leadership in the world is threatened by a lack of diplomatic resources and the budget to pay for them.
"The need for American leadership is rarely questioned in our country. Yet, today our ability to lead is in question," Mr. Christopher said in a speech prepared for delivery at the John F. Kennedy School of Government at Harvard University.
"Leadership in foreign policy requires resources," he said. "The biggest crisis facing our foreign policy today is whether we will spend what we must to have an effective foreign policy."
