James Morrison is to be commended for the April 11 "Embassy Row" item "Cold War endgame" for bringing to public attention the divergent views prevailing in the State Department in the late 1980s about how to deal with a collapsing Soviet Union.
Not did only Jack Matlock, our extremely competent ambassador in Moscow, foresee the Soviet collapse and reject the State Department's "sick bear" scenario, which advocated propping up the Soviets, but Ambassador Vernon Walters, our equally competent ambassador to West Germany, during those critical years, correctly foretold the collapse of Soviet power and the reunification of Germany.
