DES MOINES, Iowa - In his newest version of a campaign stump speech, President Clinton is avoiding the negative personal attacks that have shaped the Republican primary battle and turned off voters in Iowa and New Hampshire.
Campaign advisers believe the public is eager to hear a positive message, and the president is trying to satisfy that desire, claiming credit for everything from the drop in divorce rates and teen pregnancy to the end of the Cold War.
Mr. Clinton has spent the past two weekends in Iowa and New Hampshire telling voters that the nation is getting its "act together" but needs his leadership to clear the remaining hurdles.
