Bob Dole has been reminding the country about the expensive, intrusive health care plan Bill Clinton came up with soon after taking office - a risky scheme to set quotas for everything from appendectomies to medical specialists, and which was resoundingly rejected by the American people. And the recent discovery that the Clinton White House mounted an investigation into the personal, professional and political background of the lawyer who sued Hillary Rodham Clinton's Health Care Task Force ought to remind us just how controversial the task force itself was.
