The D.C. Council gathered yesterday to discuss government contracts, but everyone was talking about the erratic behavior and declining health of Chairman David A. Clarke.
As television cameras rolled, Mr. Clarke growled and slurred his way through the hourlong meeting. His hair uncombed and his skin pale and gaunt, he shouted down Mayor Marion Barry's legislative aide and, although he wears eyeglasses, used a magnifying glass to read.
Council member Linda Cropp, at-large Democrat, tried to soothe him by repeatedly saying, "David Clarke is a good person. David Clarke will do the right thing."
