One of the senior military commanders who directed Operation Allied Force in Kosovo said last week that he believes that the intense concern about collateral damage during the operation placed U.S. pilots at risk.
"Collateral damage drove us to an extraordinary degree" in planning and executing the campaign, said Lt. Gen. Michael Short, the commander of Allied Air Forces, Southern Europe.
Gen. Wesley Clark, who directed the air campaign as the Supreme Allied Commander Europe, spent "hours" every day with the allies discussing collateral damage, Short told the Senate Armed Services Committee (SASC).
