Hong Kong and Malaysia illustrate two different approaches to the timing and financing of hazardous waste management (HWM) facilities. In Hong Kong, the government played an active financial role in assuring that its first modern HWM facility was built and operating at the same time that its HWM regulations took effect. In Malaysia, the government also sought to get a modern HWM facility on line. However, it insisted that the facility be financed with private capital, and as a result it had less control over it when the facility was built. The differences in the results of the two approaches are striking.
