When Beth Shepherd met her future best friend and business partner, Sarah Hailes, at the University of Virginia 10 years ago, she never dreamed the two would one day create an emporium of eccentric fashion in New York with pink plastic floors and a bulk-candy dispenser. Back then Shepherd strolled around campus in the southern preppie uniform of crisp white shirt, pearl necklace and pressed medium-blue jeans.
