Nov. 29 -- SEATTLE -- WTO'S BEEN IN THE MAKING SINCE 1944: If you are a retired senior trade diplomat, you probably could swap yarns with other pinstripers about the Uruguay Round, the Tokyo Round, or maybe even the Kennedy Round of trade-opening discussions.
These aren't chess moves or a Geneva drinking game. They were steps in a long journey leading toward free trade and the creation of the World Trade Organization in 1995.
