Nov. 28 -- CIUDAD JUAREZ, Mexico -- As mayor of this industrial city across the Rio Grande from El Paso, Texas, Gustavo Elizondo Aguilar has tried hard to attract more American tourists, shoppers, and businesses to his side of the border.
But a new federal law, drawn up by bureaucrats 1,500 miles away in Mexico City, will make it harder -- if not impossible, he said -- to make that happen.
