Moscow mayor and presidential hopeful Yuri Luzhkov is facing two challengers in next month's elections for mayor: Pavel Borodin, head of the Kremlin's administration department, and Sergei Kirienko, a former prime minister, have registered as candidates.

Both are likely to have oil interests behind them. Borodin has been linked with Moscow trader Mes (NC Sep.9,p6). Kirienko, a former fuel and energy minister, also headed the Norsi Oil Co in Nizhny Novgorod.
