The Parties to the Montreal Protocol, who met in Beijing, China, from November 29 to December 3, reached an agreement on a reduction in the production and consumption of ozone-depleting compounds, namely, hydrochloroflurocarbons (HCFCs), methyl bromide, bromochloromethane, chlorofluorocarbons (CFC), halon and other halogen gases. The European Union declared that it was satisfied, even if it had not achieved all of its goals.
