Dec. 10 -- The Northwest Power Planning Council has issued a warning that this region may face winter power blackouts if new power plants aren't built soon.
The council, which was created by federal law to look after the Northwest's electric energy supply, said a computer study indicates the region faces a 24 percent probability it will be unable to supply all the power required under certain winter circumstances.
"We're less optimistic than we were three or four months ago," said council spokesman John Harrison. "We're sounding a little louder note of alarm."
