The fiscal year 1999 military construction appropriations bill, passed by the Senate and sent to President Clinton Sept. 1, provides $2.8 billion for construction of Army facilities, including housing and environmental cleanup associated with base closings.

The measure, the first of the fiscal 1999 spending bills to gain final congressional approval, provides a total of $8.5 billion for all military construction. The legislation funds family housing, troop barracks, hospital and medical facilities, and the Base Realignment and Closure (BRAC) program. The bill passed the Senate by an 87-3 margin.
