Charles Wayne Hughes, 73, a longtime AFL-CIO activist and D.C. resident, died Sunday of emphysema at Saint Agnes Nursing Home in Ellicott City, Md.
He was born in 1926 in Chula Vista, Calif., where he was orphaned at an early age. He was raised by his grandparents and later by foster parents in Roseburg, Ore. He left home at 16 to join the Navy and served in the Pacific during World War II.
After the war, he returned to Oregon and attended the University of Portland on the GI Bill. During his college years, he was a founder of Portland's first homeless shelter.
