Does democracy work? People have been arguing about this for a couple of thousand years. Ancient Athens was a splendid early example -although slaves, women and persons not owning property were of course excluded. In the key vote establishing the French First Republic only five percent of the electorate voted - and if they'd had the chance to vote the huge royalist majority in the country would have extinguished the French Republic before it started.
