ACCRA, Ghana - Several hundred thousand Ghanaians jammed this capital's streets yesterday to give President Clinton a boisterous, colorful and at times chaotic welcome as he became the first U.S. president in a generation to tour sub-Saharan Africa.
Mr. Clinton, virtually shouting at times to be heard over the chanting, swaying crowd, called his 11-day, six-nation tour "a journey long overdue." Aides said the gathering may have been the largest he has ever addressed, and it was certainly far larger than any he has seen in the United States recently.
