LOS ANGELES - Even before labor unions begin advertising their opposition to a California ballot proposition they see as the biggest threat in decades to their political clout, support for the measure appears to be softening.
Polls also indicate the proposal, known as Proposition 226, has lately become a partisan issue, favored more by Republicans than Democrats.
The plan would require unions to get each member's permission each year before contributing any dues to political campaigns.
