TOKYO - North Korea, in an act of belligerence that belied major peace gestures toward the United States and South Korea, yesterday canceled a homecoming by Japanese women who had emigrated to the communist state decades ago.
The sudden move ends months of efforts by Tokyo and Pyongyang to mend ties that have been severed since Japan lost control of its former colony in World War II.
It came amid a high-profile visit by South Korean President Kim Dae-jung to Washington - a trip punctuated by Mr. Kim's so-called "sunshine" policy of encouraging both the United States and Japan to boost economic ties to North Korea.
