The White House said yesterday that the administration might sue cigarette makers to recover the money Medicare spends to treat tobacco-related diseases if Congress fails to pass broad teen-smoking legislation.
The threat came as state attorneys general debated whether to strike a new bargain with tobacco companies that would not require approval by Congress or President Clinton.
The administration remains determined to erect barriers to tobacco advertising and raise money to battle teen smoking, White House spokesman Michael McCurry said.
