QUINN TO FACE CONGRESS

Kenneth M. Quinn, the U.S. ambassador to Cambodia, is expected back in Washington after Labor Day, and at least one member of Congress wants him to explain his actions during the July political upheaval in the Southeast Asian nation.

Rep. Dana Rohrabacher wrote Secretary of State Madeleine K. Albright to complain about Mr. Quinn and demand copies of all diplomatic cables and other communications between the embassy and Washington from March through mid-July.
