REMEMBERING WALTER
Most of Capitol Hill took a Veterans Day holiday yesterday. But not "the office of California's 22nd district," where a receptionist was answering the telephone.
She and other staff members were still struggling to cope with the sudden death two weeks ago of Democratic Rep. Walter H. Capps, stricken by a heart attack while awaiting a cab at Dulles International Airport. He was 63.
