Jan. 4--In a foretaste of what Bell Atlantic would likely offer if allowed into the Massachusetts long-distance telephone market, the phone giant is expected to roll out a flat-rate calling plan in New York state today with no monthly minimum fee.
The New York plan appears to reflect a consensus view among Baby Bells that as they begin to return to the long-distance business, they can profitably target low-volume long-distance customers who have been irritated by the $6 and $7 monthly fees AT&T, MCI, and Sprint charge as a condition of getting flat-rate calls as cheap as 5 or 7 cents a minute.
