LOS ANGELES - Rob Lowe became the most notorious young movie star in America at the precocious age of 24, when it was revealed that he had lured a star-struck teen-age girl into an Atlanta hotel suite and videotaped the ensuing sexual interlude.
Ostensibly, he was in town to add youthful Hollywood luster to the 1988 Democratic National Convention. Mr. Lowe's only feature movie of that ill-omened year, the hapless Peter Bogdanovich farce "Illegally Yours," suggested that a higher power might have been collaborating in the downfall.
